III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Carbon Junction Mine conducted by Tom Kaldenbach of CDMG. No <br />one represented the operator during the field portion of the inspection. Matt Gavin of Goff Engineering <br />and Surveying was present during the records check at the Goff office. The gravel operation was active <br />on the site. The ground was dry. <br />Availability of Records <br />All required records were available (see attached list). <br />Signs and Markers <br />The mine i.d. sign is properly displayed at the entrance. <br />Roads <br />Gullies in the access road to the North pit have been stabilized with cobbles. <br />Hydrologic Balance <br />Water in both Ponds 1 and 2 was approximately 2 feet deep. The water levels were a few feet below <br />discharge. Embankments of both ponds were well-vegetated and appeared stable. Discharge structures <br />were in good condition on both ponds. <br />No problems were found with monitoring welll7-B. <br />Backfill and Grading <br />No further backfilling has been done in the North pit since last year. <br />The South pit backfilling, regrading, and topsoiling appears complete (Photo 1). There were no rill orgully <br />problems on the reclaimed slope. <br />Much of the length of the reconstructed Carbon Junction channel has been lined with large boulders. <br />Sediment Deaosit <br />Coal waste rock has accumulated next to the stream channel of Carbon Junction Canyon (Photo 2). <br />This deposit covers an area of several square yards. The material appears to have been washed <br />down from the north end of the slope of the North pit. The deposit is within the area of maximum <br />disturbance as shown on Map 5-6 of the permit application. <br />
