III. COMMENTS -COMPLIANCE . ,. _. ~ . _ :.:.- .- <br />Below are comments on the inspection: The comments include discussion of observations made <br />during the inspection.. Comments also-describe-any-enforcement actions-taken during the inspection-- - _ _- <br />and the facts or evidence supporting the enforcement action: = - <br />This was a partial inspection of the Yoast Mine conducted on April 24, 2002 by Mike Boulay of <br />the DMG. Robert Shevling of Seneca Coal Company was present during the entire inspection. <br />Weather conditions were clear and warm. Ground conditions were dry throughout the mine site. <br />Coal was not being hauled from the mine site at the time of the inspection. The dragline was <br />operating in the Yoast South Area. <br />Hvdroloeic Balance <br />Sedimentation Ponds 010 and 011 were inspected. Both ponds were full and discharging clear <br />water. Significant erosion has occurred at the head of Pond 011 due to heavy runoff during the <br />summer of 2001. Placement of additional riprap will be required to maintain the stability of the <br />inlet. Rock has been hauled up to the inlet of Pond 011 in prepazation for repairing the inlet of <br />this pond. Please continue to take appropriate measures to control the erosion and repair the <br />gully that has formed at the inlet to the pond. <br />Following the Mazch, 2002 inspection, a dugout and silt fence was installed below the road <br />drainage runout associated with Culvert D-4. This installation has successfirlly controlled <br />erosion and siltation below the drainage runout during the recent spring runoff During this <br />inspection, it was noted that the silt fence has been damaged and the dugout has filled in with <br />sediment. Please continue to maintain this installation, by repairing the silt fence and removing <br />the accumulated sediment from the dugout. The Culvert D-4 inlet has been crushed and needs to <br />be repaired. Please make the necessary repairs to this culvert and flush the culvert out to ensure <br />that it functions as intended. <br />Road cuttings have been stockpiled on the road crossing for Armand Draw. Some of the cuttings <br />aze saturated and have spilled over the embankment towards the outlet to Culvert YB6. Prior to <br />the next inspection, please remove the cuttings that have spilled over the embanlanent, and <br />redress the slope above Culvert YB6. Culvert YB6 is nearly full of sediment at the outlet and <br />needs to be cleaned out. Please flush this culvert out and remove the sediment from the outlet to <br />ensure that this culvert functions at its full design capacity. <br />Slides and Damaee <br />Additional movement was noted at the slide area below the Haul Road D embankment above <br />Pond 012. Technical Revision No. 18 was submitted and approved for the remedial repair plan <br />and slope stability analysis for the landslide that occurred in March, 2000. Based on this <br />inspection, it is appazent that additional cracking and slumping has occurred. Alternative slope <br />stabilization methods were proposed with TR-18.
