III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Carbon Junction Mine conducted by Tom Gillis of CDMG. No one <br />represented the operator during the field portion of the inspection. The mine site was wet and muddy in <br />spots after weekend rains. The on-site reclamation crew for the adjacent gravel pit was in the process of <br />maintaining equipment at the time of the inspection. <br />Suns and Markers <br />The mine identification sign is properly displayed at the entrance. <br />Roads <br />The lower portion of the North Pit haul road shows some minor erosion (cutting) across the road surface, <br />however all road control structures appeared to be functioning properly at the time of the inspection. <br />HydroloEic Balance <br />Ponds 1 & 2 -Both ponds had a small amount of water at the time of the inspection. All pond <br />embankments appeazed stable with spillways & dewatering devices functioning properly. The culverts <br />located at the turnoff from the main paved road leading up to the gravel pit reclamation area have a small <br />amount of sediment beginning to build up at the inlet ends and so should be scheduled for clean-out within <br />the next few months. <br />Backfill and Grading <br />No significant erosion was observed on backfilled & graded slopes despite recent rainfall events. <br />General Mine Plan Compliance <br />The permit area appears to be in compliance with the timetable and reclamation schedule approved in the <br />application. <br />ReveEetation <br />The thistle infestation referenced in the previous inspection report still needs control on the south half <br />of the permanently reclaimed spoil area and at the mouth of Cazbon Junction Canyon. <br />
