III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Edna Mine conducted by Tom Kaldenbach of the Division of <br />Minerals and Geology. No one else was present. The ground was wet. Light snow and sleet fell during <br />the inspection. <br />RECORDS <br />All required records were on file at the Routt County Courthouse. The records checklist is attached. <br />SIGNS AND MARKERS <br />Mine i.d. signs were properly displayed at the west entrance and at the Oak Creek entrance gate. The <br />mine i.d. sign at the Old Tipple Road entrance has been moved to the intersection of the Old Tipple <br />Road and County Road 179, as requested in the September inspection report. The mine i.d. sign on <br />the North Road does not need to be relocated to the intersection of the North Road and County Road <br />179 because it would be in the area where snow from the County Road is piled during plowing. (The <br />operator's representative explained the snow-plowing situation in a phone call in September.) <br />The permit boundary was properly marked at the numerous locations inspected. A permit boundary <br />marker has been reinstalled on the eastern boundary next to the railroad track, as requested in the <br />September inspection report. <br />ROADS <br />All roads were in good condition. <br />HYDROLOGIC BALANCE <br />Moffat pond. Cattails have been removed from the primary spillway's trash rack as requested in the <br />September inspection report. <br />West Ridge pond series. The four largest ponds in the middle of the series were full of water. <br />Tipple ponds 1, 2, 3, and 4. Pond 3 contained a small pool of water. The other three ponds were <br />dry. No problems were found at any of these ponds. <br />CPDS flumes. The flumes at CPDS outfalls 004 and 007 were in good shape. Discharge at 007 was <br />less than 1 cfs, with about 75% coming from Spoil Spring #1 (in the West Ridge drainage), 5% from <br />West Ridge ponds, and 20% from the Center Ridge pond. <br />Seeps and Spoil Springs. Only minimal seepage was evident from seeps and springs that feed the <br />Moffat pond. <br />SLIDES AND DAMAGE <br />No new rills or gullies were found, although sleet and snow hindered inspection. <br />Page 3 <br />
