III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made durin€; the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II Mine conducted on November 13, 2003 by Mike <br />Boulay of the DMG. Roy Karo of Seneca Coal Company (SCC) was present during the <br />inspection. Weather conditions were cloudy and cold. There was no activity at the mine site at <br />the time of the inspection. <br />Roads <br />The site was partially snow covered and ground conditions were wet throughout the site. Access <br />to certain areas of the mine was limited due to very slick and muddy road conditions. The <br />permanent road accessing the upper Wolf Creek area was passable up to the top of the former <br />Wolf Creek pit. The access road leading to the KIDN radio pad was inspected. The access road <br />and pad azea have not yet been reclaimed and aze no longer in use. If appropriate, please make <br />arrangements to have the access road reclaimed. <br />The permanent road leading to the Pecoco Pond was also passable. No other mine site roads <br />were accessible. <br />Hvdrolog_tc Balance <br />Two post mine drainage channels identified during the September 2003 inspection as needing <br />repair work or revision were inspected. The erosion previously noted at PM-23 has been repaired <br />A deep hole or fissure had formed in the channel of PM-23 above the junction with PM-2. The <br />hole has been backfilled and graded. This channel may require additional armoring to prevent <br />further erosion at this location. The upper portion of PM-11 was inspected. During the <br />September inspection it was noted that erosion was occurring around the sides of the check dams <br />located at the upper end and rock had been piled in a convex shape at the upper reaches of the <br />channel. The check dams have been removed and the channel has been reshaped. A track hoe <br />was utilized at both PM-23 and PM-11 to do the repairs. Please reseed the tracked area at both <br />locations to ensure stability and revegetation of these areas. <br />Site sedimentation Ponds 002, 003, and the Pecoco Pond were inspected. All of these ponds <br />were discharging cleaz water and no problems were noted at any of these pond locations. <br />
