A site inspection of the Walstrum Quarry was conducted in response to a citizen complaint received on May 16, 2007 <br />from Dale Lauer of the Upper Clear Creek Watershed Association (UCCWA). Please see attached complaint letter dated <br />May 15, 2007 from Dale Lauer to Frederick Rollenhagen of the Clear Creek County Planning Department. The UCCWA <br />complaint letter alleges water quality impacts of the quarry operations on Clear Creek, ie: sediment loading into the <br />stream. Present during the inspection was Ben Frei of Albert Frei & Sons, and Steve O'Brian of Environment Inc. <br />2. The Walstrum Quarry is permitted for a total of 292.07 acres, with a maximum disturbance at any one time of 50 acres. <br />The mine plan specifies conventional quarrying techniques with development of 40' high x 40' wide benches and overall <br />slope configuration of 1:1. The post-mining land use is industrial/commercial. The operator has posted a financial <br />warranty of $741,500. Based on the disturbances noted during the inspection, this inspector finds the existing financial <br />warranty to be adequate to complete the reclamation plan. <br />3. Based on the site inspection, the Division cannot verify excessive sedimentation or adverse water quality impacts to <br />Clear Creek resulting from the Walstrum Quarry operations. The area of concern appears to be outside of the permit <br />boundary for the Walstrum Quarry and along the right of way for U.S. Highway 6. The quarry operator has established a <br />tarping and truck staging area on the south (river) side of Highway 6 across the entrance to the quarry, and also uses this <br />area to draw water from Clear Creek for dust suppression needs at the quarry. This area is delineated as Stage Y on the <br />Exhibit C Mine Plan Map and does occur within the 292.07 acre permit area. With the exception of a small ramp area, <br />approximately 20'x10', between the water tank and stream the operator has done a good job of drainage control and <br />minimizing sedimentation into Clear Creek. The operator has also established a stable, well-vegetated and armored berm <br />to isolate Clear Creek from the staging and water supply activities. Because there is evidence of minor erosion and <br />unstable soils in the "ramp area" the Division considers this matter to be a problem that will require corrective actions and <br />requests that the operator submit a plan in the form of a technical revision to address slope stabilization and minimize the <br />potential for sedimentation into Clear Creek from this area. Please see Page 4 for Corrective Actions. <br />4. Mr. Frei indicated that Albert Frei & Sons, Inc. is willing to cooperate with the Colorado Department of Transportation <br />(CDOT) regarding road sweeping operations for dust control near the entrance to the quarry. <br />5. This ihspector noted erosion and sedimentation along the right-of-way {river side) of Highway 6 both upstream and <br />downstream of the Stage Y area. There also appeared to be a steep non-vegetated embankment and drainage from <br />Johnson Gulch, both of which occur on the south side of Clear Creek which may contribute non-point source storm-water <br />drainage and possible sedimentation into Clear Creek. These areas are also outside the permit area for the Walstrum <br />quarry, Permit M-1983-033. <br />6. A copy of this report is being forwarded to the Colorado Department of Transportation for their review. <br />7. Digital photographs were taken and are attached to this report. <br />
