(II. Comments -Compliance
Below are comments on the inspection. The comments include discussion of
ouservations rnaae during tire inspection, Comments also descriue any
enforcement actions taken during the inspection and the facts or evidence
supporting the enforcement action.
On December 15 an aerial inspection was conducted at the Marr Strip Mine.
Conditions at the time of the inspection were clear with heavy snow cover.
Large format aerial photographs were taken of the site. The Photographs
identified as 12/93 #:03 F:019, 12193 #:03 F:020 12/93 #:03 F:021, 12/93 #:03
F:022 and 12/93 #:03 F:023 were taken at oblique angles. Only those areas
that have active earthmoving were free from snow. The heavy snow cover was
deep enough that all grass and shrubs in 95% of the disturbed area were totally
covered.
Photo F:019 was taken looking south down the longitudinal axis of Pit 1. Not
covered with snow and showing recent earthmoving (snowmoving, topsoiling?)
were the upper east and west edges of the pit. Photo F:020 was taken looking
south and covers the facilities area and the former overburden and 720 pit
area. Water is being pumped from Pond A to pond B. Photo F:021 looking
west, Photo F:022 looking northwest and Photo F:023 looking northeast show
the former overburden and 720 pit area.
Water from the 720 pit is being pinched north by backfilling. The hydrologic
connection between the 720 pit and the dewatering ditch was covered. Water
appears to be stored in the dewatering ditch in 2 sections. Pond A was frozen
and totally snow covered.
