(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1984-014 <br />INSPECTION DATE 10/10/02 INSPECTOR'S INITIALS GRM <br />OBSERVATIONS <br />This inspection was preformed as part of the normal monitoring program established by the Colorado Division of Minerals and <br />Geology. The JD-8 Mine is located approximately 12 miles west of Naturita, Colorado. The 112(2) permit allows for 20.06 <br />acres of effected area and is listed as being intermittent in status. DMG holds a reclamation bond for $54,815.00. The <br />inspector was accompanied by operator representatives Dave Bliss and Jon Showalter. <br />The mine identification sign and affected area boundary markers are in place and in compliance with Rule 3.1.12. The access <br />to this site is through a locked gate. The road into the site serves only the mine area, although there is pre-law workings in <br />the general area. Access to the adit is controlled by steel gates that are locked and in good repair. <br />The road, mine work area and waste piles are in good repair and no erosion of concern was noted. Silt fencing was observed <br />installed to help control and prevent siltation from storm water run-off. Rabbitbrush and some grasses have begun to <br />reintroduce on a voluntary basis on top of and along the sides of the waste piles. <br />Some knapweed was observed along the main road. This is not being listed as a problem as Cotter has an active weed control <br />program in place. The operator's representative stated that they are using Curtail and treatment had been applied recently. <br />The general area was clean of debris and trash. No hazardous materials or waste were observed on site. <br />No hydrological or off site damage issues were noted at this time. <br />The operator appears to be following the approved Mine Plan and discussions on reclamation did not indicate any differences <br />than what is approved for this permit. <br />Cotter informed the inspector that work plans are being compiled to begin full reclamation of this site. An updated bond <br />calculation for this site will be sent to the operator within 30 days.
