In addition to the North Pit, reclamation work (backfilling, grading, topsoiling, and seeding) were <br />completed in Summer 2006 on the North Pit Haul Road, topsoil stockpile #2, the PRSA, the South Pit <br />drill pad, and the Equipment Storage area. Reclaimed slopes throughout the bond release azea were <br />visually compared to the approved postmining topography as it is shown on the postmining contour <br />maps in the permit application that were approved in TR-1 I (north half of permit azea) and TR-13 <br />(south half of permit azea), The two postmining contour maps were approved based on their <br />compliance with approximate original contours. Those maps specify reclaimed slopes no greater than <br />3:1 for the North Pit, the cut slopes on either side of the North Pit Haul Road, and the side slopes of the <br />PRSA. The maps specify reclaimed slopes less than 2:1 for the footprint of topsoil stockpile #2, the <br />South Pit Drill Pad, and the Equipment Yazd. During the inspection, all of these reclaimed areas <br />appeared to have slopes that were less than the maximum approved slopes, and all reclaimed slopes <br />blended well with surrounding topography. The locations of topographic highs and lows closely <br />coincided with those shown on the approved postmining contour maps. The reclaimed slopes <br />appeared structurally stable. The observations made during the inspection would support a finding that <br />all disturbed areas in the bond release have been backfilled and regraded in accordance with the <br />approved reclamation plan, with the exception of the gullied area at the north end of North Pit and the <br />sediment stilling basin construction. <br />Drainage control. Most runoff in the permit area is routed through a series of ditches to two sediment <br />control ponds. Pond 1 receives runoff from the north half of the North Pit reclaimed slope, the east half of <br />the PRSA, the South Pit Drill Pad, and the Equipment Yard. Runoff from the west half of the PRSA <br />reports to Pond 2. Runoff from the south half of the North Pit passes through a stilling area at the base of <br />the reclaimed slope and then flows to the newly constructed Cazbon Junction channel (Photo 5) via the <br />ditch next to the North Pit Haul Road. The footprint of reclaimed Topsoil Stockpile #2 is a small azea <br />exemption, having an earthen berm for sediment control on its downslope side. <br />8 <br />
