111. COMMENTS-COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the inspection. <br />Comments also describe any enforcement actions taken during the inspection and the facts or evidence supporting the <br />enforcement action. <br />This was a complete inspection of the North Thompson Creek Mine conducted by Erica Crosby of <br />DMG. No company representative was present during the inspection. The North Thompson Creek <br />Mine status is inactive. Weather conditions were clear and cool. Ground conditions were dry. <br />Records- Mine records were inspected at the Garfield County Courthouse. Anew certificate of <br />insurance and 1998 rill and gully survey needs to be filed at the Courthouse. See attached records <br />report for further detail. <br />Signs & Markers- The Mine ID and DMG signs were posted at the mine entrance gate. All <br />information appeared accurate. The topsoil sign was also noted. <br />Roads The road leading into the mine was in good repair. The mine entrance gate was locked. <br />Hydrologic Balance Water from mines #1 and #3 were discharging into the long pond at an estimated <br />rate of 50-60 gpin. Iron accumulation in the long pond was high at the inlet. Towards the outlet, the <br />concentration was less, and vegetation was more abundant. The long pond embankment was stable <br />and well vegetated. Water from the long pond was entering T-1, at roughly the same rate. T-1 and T- <br />2both contained water. Water from T-2 was discharging into Pond 9 (P-9) though the emergency <br />spillway at an estimated rate of 2-3 gpm. The operator was notified of this overFlow on 5/22/98. The <br />operator notified the Division on 5/26/98 that the pumps were adjusted to correct this flow. Water was <br />discharging from the NPDES point, and the water was clear. P-9 also contained water, but was well <br />below the primary riser. Pond embankments were stable and well vegetated. The refuse pile pond <br />was dry, and spillways were in good repair. One of the diversion ditches above the refuse pile and <br />along the road is in need of maintenance. A portion of the road cut has slid and partially blocked the <br />diversion ditch. The ditch needs to be cleaned of this slide material. <br />Backfillinq & Gradino The backfilled areas were stable and well vegetated. No erosion features were <br />noted on the reclaimed slopes. The mine portal door that was bashed in sometime last month by <br />vandals has been temporarily repaired. Two pieces of wood have been screwed into the existing <br />door as a temporary fix. The Division has requested the operator to provide a more permanent seal <br />for the portals. The operator has yet to submit the reclamation plan as requested in the renewal <br />adequacy letter. <br />To soil The topsoil pile was stable and well vegetated. A topsoil sign was posted on the pile. <br />
