i <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Coal Gulch Mine for the month of October, 1997. <br />H~Idrologic Balance: The pond had water in it but was not discharging. No acid mine drainage <br />from the old Victory Portal # 3 was seen at this time. The "upper pond" is dry. Ditches <br />appeared stable. <br />Reclamation Success: The vegetation is doing very well this year. No signs of any significant <br />erosion is evident. <br />General Mine Compliance: Firehawk Construction Company is pushing the limit of their property <br />boundaries for their topsoil storage/ trash burning operation. If they affect the pond or disturb <br />the reclamation of the mine, some legal action may be warranted. <br />
