(Page 21 <br />MINE ID # OR PROSPECTING ID +7 M-77-140 <br />INSPECTION DATE 5-27-99 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This was a partial inspection of the North Farm Road Pit No. 1 conducted as part of the Division's on-going monitoring plan <br />for active mining operations. The inspection also serves to evaluate the current site conditions in preparation for <br />recalculation of the reclamation bond. <br />The operator continues to mine the northern edge of the pit, generally obtaining gravel by deepening the pit. The south <br />and west sides of the pit appear to be reclaimed per the approved plan. <br />The bond was recalculated in 1996 after approval of Technical Revision No.1. However, review of the site and the revision <br />indicates that the gravel storage and loading bins, the conveyor control building, the reclaim tunnel and the ramp and pad <br />structures for the conveyor hoppers were not included in the revision or the reclamation bond. Because demolition and <br />disposal of concrete is costly, it is highly likely that the current reclamation bond is inadequate. The south side of the <br />processing area is also covered with junk and salvage materials that were not included in the bond amount. Costs for <br />proper disposal of this material must be included in the reclamation bond. The operator will need to remove these <br />structures or submit a technical revision to include these structures land any other unpermitted structures on site) in the <br />permit. <br />During this inspection, the Division visually estimated the volume of concrete and junk that needs to be disposed of. These <br />figures will be used in the reclamation cost estimate recalculation unless the operator provides accurate dimensional <br />measurements for these structures. The reclamation cost estimate will be recalculated in the next few weeks and will be <br />forwarded to the operator at that time. The operator can reduce the bond amount by reducing the volume of material that <br />needs to be disposed of, and submitting documentation that the material has been properly disposed of. <br />The perimeter of the site (especially near the junk storage areal has a significant infestation of weeds. The operator will <br />need to perform weed control at the site and is encouraged to contact the local weed control authority for guidance as to <br />what controls would prove most effective and be safe for use around water and in areas with shallow ground water. The <br />operator will need to submit an application far a technical revision to incorporate a weed control plan into the permit.
