Compliance with Colorado Surface Coal Mining Reclamation Act <br />CRS 1973, as amended 34-?3-101, et. secL., <br />and the <br />R u1es and Regulations Issued Purs vant to the Act <br />This includes a listing of the particular provisions of the regulatory program which were <br />examined during the course of this inspection, and identifies enforcement actions taken <br />during the inspection for failure to comply with the Rules and Regulations, the Act and <br />the permit. <br />Rule 4.02 -Signs and Markers <br />The mine I.D. sign is properly posted and meets all requirements. <br />Rule 4.04 - Support Facilities <br />The operator has requested a Technical Revision to allow the addition of a loader <br />garage and a rock dust bin to the surface support facilities, nn additional surface <br />disturbance will result from these structures. Runoff from the entire surface facilities <br />area is contained within the existing sediment pond. <br />Rule 4.05 - Hydrologic Balance <br />Maintenance of the surface water control system at Grand ^1esa, including diversions, <br />drainage ditches, and culverts seems to be a continuing problem. Three existing <br />problems were noted during the inspection: <br />1. A small pile of gravel had been dumped adjacent to the drainage ditch above and to the <br />east of the portal area. Part of the pile has slumped, and is effectively blocking the <br />ditch. <br />2. bJater was escaping from a joint in the culvert above the sediment pond and cutting <br />into the road fill. <br />3. Slumpage had occurred along a 10 foot section of the north portion of the east <br />undisturbed drainage ditch. This was immediately to the south of that section noted <br />as a problem by Jim Herron in his Inspection Report of January 14, 1981. Additional <br />clean out is necessary. <br />The operator indicated a problem in meeting NPDES discharge requirements due to the high <br />content of small clay particles picked up by mine water which is pumped into the pond. <br />Use of a polymer floculant is being considered to reduce the settling time required. <br />4.09 - Disposal of Excess Spoil <br />Site preparation for the new refuse disposal area has been completed; material to be <br />used for covering the refuse pile on completion has been salvaged; no refuse has been <br />deposited in the new site as yet, Larry Reschke indicated that the mine was currently <br />producing low volumes of refuse material. <br />
