<br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />On October 20, and 21, 1987, WilNam J. Carterfrom the DiNsion of Minerals and Geology, <br />accompanied by Tom Anderson and Mark Milner, representing Offiow Carbon and Minerals, <br />performed a compkte inspection at the Sanborn Creek Mine. The two days of the Inspection were <br />clear to partly cloudy and warm. <br />Avallabilif ^at Records: <br />• Records are available am the mire office, and were found to be up-to-data. <br />• Correction of the insurance form requested in the last inspection repast has been performed. <br />SI_aos aed Marlcers• <br />All signs and markers observed appear to be correct, in the proper location, end in good condition. <br />Baads: <br />• All established roads that are the responsibility of the mine were in good condition <br />• New haul and light-use roads are under conehuction as designed in TR-29. <br />Hvdrolo¢ic Balance: <br />• The silt fence along the road up Elk Creek has been returned to full function since the last <br />inspection. <br />• Ditches that had some impairment during the last inspection have been corrected and r~etruned to <br />full function. <br />• Pond A again contains some water, but is well below the primary discharge point. <br />• Pond B contained water just above the primary discharge point, but was not discharging at the <br />time of this inspection. <br />• As is the norm, the east yard pond did not contain any five water. <br />• The mine pond was discharging clear water during this inspection. <br />• 'I4re sediment pond at substation number three again was found to be dry. <br />• The pond at Upper Hubbard Creek was dry at the time of this inspection <br />~ploslves: <br />One of the old explosive bunkers has been removed as according to TR-29. <br />Support Facilities: <br />Most of the nrrface shop and warehouse have been demolished according to the plan for TR-29. <br />~F~ <br />As conshnction continues for the new roads, ditches and other areas, the topsoil is being collected and <br />stored up Elk Creek as planned. <br />Slides aed DaeraQe• <br />Both the Bear Creek site and the Lower Hubbard Creek site appeared to be stable at the time of the <br />inspection. No slides or slumping were observed. <br />
