COMMENTS -COMPLIANCE 5~~1 ~'~ ~- Ql - 0(r/ ~~~~ a3rucy oo ~ Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. This was a partial inspection of the Southfield Mine conducted by Jim Stark of CDMG. AI Weaver of EFCI accompanied me. The mine was actively producing and hauling coal and hauling refuse. The weather was warm and sunny and the ground was dry. SIGNS and MARKERS: All of the necessary signs were up and in good condition (including mine ID sign and topsoil stockpile signs). ROADS: The mine entrance road was well maintained and in good condition. The haul road to the refuse pile was also well maintained and in good condition. The light use road to the South Fan was in good condition and the work done in spring 1998 to control erosion appears to be working. HYDROLOGIC BALANCE: - Pond 1 contained water at a level just below the discharge pipe. The pond is well vegetated and in good condition. - Ponds 2 and 3 are lined ponds used for the wash plant. Both of these ponds contained water and were in good condition. - Pond 4 was dry. It is well vegetated and in good condition. - Pond 5 contained water at a level'/s the way up the discharge pipe. This pond was well vegetated and in good condition. -The raodside ditches and refuse pile ditch all appeared well vegetated and in good condition. None of the culverts were checked in this inspection. REVEGETATION/RECLAMATION SUCCESS: The "old" revegetation on the refuse pile is in good condition. The strip that was reseeded in the early spring also appears to be growing nicely. The vegetation at the reclaimed loadout is brown. There has been little to no precipitation there and its vegetation looks like that of the surrounding areas.
