COMMENTS -COMPLIANCE 5~~1 ~'~ ~- Ql - 0(r/ <br />~~~~ a3rucy oo ~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Southfield Mine conducted by Jim Stark of CDMG. AI <br />Weaver of EFCI accompanied me. The mine was actively producing and hauling coal and <br />hauling refuse. The weather was warm and sunny and the ground was dry. <br />SIGNS and MARKERS: All of the necessary signs were up and in good condition (including mine <br />ID sign and topsoil stockpile signs). <br />ROADS: The mine entrance road was well maintained and in good condition. The haul road <br />to the refuse pile was also well maintained and in good condition. The light use road to the <br />South Fan was in good condition and the work done in spring 1998 to control erosion appears <br />to be working. <br />HYDROLOGIC BALANCE: <br />- Pond 1 contained water at a level just below the discharge pipe. The pond is well <br />vegetated and in good condition. <br />- Ponds 2 and 3 are lined ponds used for the wash plant. Both of these ponds contained <br />water and were in good condition. <br />- Pond 4 was dry. It is well vegetated and in good condition. <br />- Pond 5 contained water at a level'/s the way up the discharge pipe. This pond was well <br />vegetated and in good condition. <br />-The raodside ditches and refuse pile ditch all appeared well vegetated and in good <br />condition. None of the culverts were checked in this inspection. <br />REVEGETATION/RECLAMATION SUCCESS: The "old" revegetation on the refuse pile is in good <br />condition. The strip that was reseeded in the early spring also appears to be growing nicely. <br />The vegetation at the reclaimed loadout is brown. There has been little to no precipitation <br />there and its vegetation looks like that of the surrounding areas. <br />
