III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of the Colorado DMG. Mike Kelly represented the <br />operator during the inspection. The longwall was down temporarily due to adverse underground conditions. <br />Hvdrologv <br />The operator just finished cleaning out Pond B. There was no standing water in the pond The primary dischazge <br />tube was also repaired so the alternative dewatering method ofpumping will be discontinued. A float and <br />flexible hose will be attached to the primary dischazge inlet so that the pond can be dewatered from the top of <br />the standing pool of water rather than near the bottom. No problems were noted where the dischazge enters the <br />Deer Trail Ditch. <br />The operator may do some cleaning of Pond C soon. The water level in Pond C was just above the primary <br />dischazge tube inlet, but there was no discharge since the gated valve was closed. The operator has not had to <br />use flocculent in Pond C recently. There was standing water at the level of the primary dischazge tube in Pond D <br />but the gated valve on that pond was also closed. The vegetative cover on the outslope of Pond D was moderate <br />to good. Pond F was dry. The pump for Pond F was in position. The operator has laid erosion control blankets <br />on the outslope of Pond F. <br /> <br />Gob Piles <br />The haul road leading to the two gob piles was in very good condition. The outside berm of the haul road was up <br />and road ditches had sufficient capacity. A lot of the material stored in material storage azeas located along this <br />road has been moved to the material storage area to the east. <br />There were a few piles of refuse on top of gob pile no. 1. The rest of the pile was graded and the pile had <br />positive drainage. The underdrain was exposed at the back of the pile. The road leading up to gob pile no. I was <br />in good condition. The vegetative cover on the outslopes of gob pile no. 1 was moderate to good. The topsoil <br />stockpile next to gob pile no. 1 had good vegetative cover. The sign was up. The surface disturbance markers <br />were also up azound the site. <br />Gob pile no. 2 was in very good condition. The top of the pile and the outslopes of the two lifts were well <br />graded. Gob pile no. 2 side collection ditches leading to Pond F and the upland diversion ditch had sufficient <br />capacity. The underdrains were exposed in the back of the pile. Surface disturbance mazkers were up. <br />Facilities <br />There was almost no coal stockpiled on the D-seam portal bench and at the coal stockpile bench. There were no <br />slope stability problems at any of the cut and fill benches. The outside berm of the B-seam portal bench has been <br />beefed up, although the operator is wnsidering putting a concrete wall in its place. There were no problems at <br />the fuel facility at the D-seam portal bench. Erosion control blankets have been placed on the outslope of the D- <br />ream portal bench.
