<br /> <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On August 12, 1994, a partial inspection was conducted at the O.C. No. 2 Mine. <br />Conditions at the mine were sunny and dry. This area is still in a drought. The <br />Palmer Drought Index identifies this area as in an extreme drought. <br />There were workers on site dismantling equipment. There was a large tractor <br />trailer rig that was being loaded with cutup scrap equipment. Some of the tipple <br />had been dismantled and much of the equipment on the lower bench had been <br />removed. One of the workers said that he was from LUCO. He said the work <br />should be completed within one week and that everything except the trailer would <br />be removed. <br />
