III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This partial inspection of the Hamilton Coal Mine was conducted by DRMS staff from the Durango <br />Field Office, 701 Camino del Rio, Room 125, Durango, CO 81301, phone (970) 247-5469. The <br />operator has commenced final reclamation. No activities were observed; no individuals were <br />contacted during this inspection. <br />Signs and markers were posted. Access roads were dry and well maintained. <br />Revegetated areas appeared stable. Vegetative cover appeared well established and diverse. <br />Sediment Ponds A and B were dry, no discharge noted. Primary spillways appeared clear and <br />functional. Secondary spillways are armored open channel spillways, which also appeared stable and <br />functional. Pond embankments appeared stable, no evidence of slumping, sliding or erosion were <br />observed. Tamarisk was established in both ponds. Vegetative cover for the embankments consisted <br />of Rubber-rabbit brush, Four-wing saltbush, Sagebrush, various grasses, Broom snakeweed, Yellow- <br />sweet clover, Sunflower, Downy brome and Russian thistle. Minor occurrence of knapweed was <br />observed on the embankment for Pond B. <br />No problems or violations were observed during the inspection. <br />
