The staff would be able to recommend a release of further responsibility <br />and deletion from the permit boundary for the area noted in the July 18, 1984 <br />correspondence with the exception of the area cross-hatched (note attached <br />map). Please calculate the number of acres covered by the reclaimed benches <br />(minus the cross-hatched area) as outlined on the attached map that the <br />operator requests a release on. <br />2. The remnants of an access road exists on the third bench. It is the <br />staff's feeling that vegetation will spread onto the track if large <br />obstructions are placed at the junction of the third and fourth benches as <br />noted on the attached map to prevent further vehicle access. <br />3. The operator is required to place 12 to 18 inches of growth medium over <br />all areas of disturbance as outlined in the conversion application. Please <br />demonstrate that sufficient fines exist on site to accomplish this goal if <br />work were to stop immediately. Please show the stockpiles on a map together <br />with the quantity of growth medium in each stockpile and also, please provide <br />a detailed estimate of total current disturbance requiring grading and <br />replacement of growth medium. <br />4. As portrayed on Exhibit C - Mining Plan Map, the scale house and haul <br />road are outside of the permit boundary, therefore, the operator is not in <br />compliance with the approved permit. Also, severe erosion is occurring off <br />site to adjacent pasture due to mine site generated water flow. The erosion <br />is located just south of the scale house. The gully is approximately 12 feet <br />deep in places, to bedrock, and due to the steep sides presents significant <br />safety hazard to man and livestock. <br />Please provide an amendment to this permit within 60 days of this inspection <br />report addressing at minimum all of the above issues. As soon as I receive <br />response to this inspection report, I will schedule the question of release of <br />the reclaimed benches on the next scheduled Board meeting. <br />JBM/pjh <br />Doc.
