III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
This was a partial inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining
and Safety. The mine is a reclaimed surface mine, with no personnel on site. The weather was cloudy
with a rain storm moving in during the inspection. Mine site is damp from recent rains
Roads: The access road was in good condition to the facilities area. The access road to the load out
remains in fair condition.
Offsite Support Facilities: The loadout pond was holding a pool of stagnant water, approximately 12"
below the discharge pipe elevation. The pond was very moss choked. Vegetation on the loadout was
in good condition, though very dry.
Hydrologic balance: None of the sediments ponds at the mine site, F, E, D, or A were discharging.
Pond F is dry and is currently under review to remain as a permanent structure (TR22). Pond F riser
has been cleared of sediment. Riser is not gated. Vegetation on the Pond F embankment is sparse, but
not eroding, due in part from grazing by cattle. Repair to ditch PD3 remains in good condition. Pond
embankments and hydrologic control ditches are in good repair and adequately vegetated.
Reveeetation: Vegetation throughout the mine site appeared very good though mine site and loadout
site are both very dry. Pit 1 vegetation is in very good condition, though very dry. The vegetation on
the reclaimed G pond area is becoming established and has not been overgrazed.
Wildlife: White pelicans were observed on the loadout site during the inspection.
3 of 4 WHITE -File YELLOW -Operator PINK -Specialist
