r <br />Ili. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This aerial inspection was flown on March 5, 2002. The digital images were received on March <br />15, 2002 and examined on March 18, 2002, There were no compliance problems observed at the <br />mine site during the overflight. There was snow at all elevations, with the heavier snow cover at <br />the higher elevations. <br />Train Loadout <br />A unit train was in the process of being loaded with coal. The Loadout pond had a little snow in it <br />but no water. There were no problems observed with fugitive dust, although the main highway is <br />stained black. The entrance roads to the Loadout were dry and in good condition. No problems <br />were evident at any of the facilities. <br />Hiehway Temporary Coal Stock~le <br />The flat azea was covered in snow while the slopes were neazly cleaz of snow. There was a little <br />snowmelt in the pond. There were no obvious signs of gullying on the temporarily reclaimed <br />inslopes. <br />East Mine <br />Almost all of the structures have been demolished and removed or buried at the east mine. All of <br />the concrete remains to be reclaimed. Snow covered most of the disturbed areas, except for the <br />bench outslopes. There were no signs of slope instability, erosional or geotechnical. The road <br />segment leading to the wazehouse bench was clear. The road segment that continues past that <br />point was snow covered. The old waste pile and the west ridge waste pile were snow covered. <br />There were no signs of geotechnical instability at both piles. The west ridge waste pile pond and <br />ponds #1, #2, #3 and #4 were snow covered. No problems were observed. The operator <br />continues to screen and ship out coal from the run-of--mine pile. The operator has protected the <br />adjacent topsoil stockpile from this activity. The haul road appeazed to be muddy but passable. <br />West Mine <br />The west mine and the access road were completely snow covered. No problems were observed. <br />The well field area was completely snow covered. The entrance road and parking lot were <br />plowed. <br />c:1ms97\bowie 1linsp0302 <br />
