• • Ji C <br />~~*O <br />•~~~ <br />lets <br />p j Colorado Departnent <br />yv.r, e~s~ues; nssstn~.cc :aoc=+r=. of Po6Gc Hnhh <br />and Fnvitoomrnt <br />SURFACE MINING <br />Surface mines, including sand and grovel pits, borrow pits and quarries release dust from the <br />removal of pit run material, storage piles, haul road traffic, material crushing and screening <br />operations performed at surface mine sites. Dust is also known as particulate mutter and is <br />regulated ns an Air Pollutant by the Colorado Department of Public Health and Environment, Air <br />Pollution Control Division (Division), <br />Particulate matter is classified into two size categories. Total Suspended Particulate (TSP) <br />simply means ALL of the dust regardless of particle size. PM10 means all of the particles which <br />are ten microns or smaller in size. Since PM10 particles are so small, they tend to stay in the <br />lungs. As n result, PM10 is considered to be of greater health concern. <br />Geographical Areas of Concern <br />Colorodo is divided into attainment and nonattninment areas. Attainment menus that the area <br />is in compliance with the Federal Clean Air Act. Nonattainment areas have exceeded the <br />National Ambient Air Quality 5tnndard for a regulated pollutant. Nonattainment areas have <br />more strict air pollution rules than nttninment areas. To find out i f your business is located in <br />one of these areas, call the Air Pollution Control Division at (303) 692-3150. Many of the larger <br />cites in Colorado are nonnttainment. <br />Reporting requirements <br />An APEN (Air Pollutant Emission Notice) is a form used to report o facility's emissions to the <br />Division. The form titled Air Pollutant Emission Notice (APEN) and Control Plan for Fugitive <br />Particulate Emissions is used for this purpose. Under the following conditions surface mine <br />owners/operators ore required to file an APEN with the Division. <br />The threshold for filing an APEN is dependant on whether the source is in an attainment or <br />nonnttainment area. In nonattninment areas, an APEN must be filed if uncontrolled emissions <br />of particulate matter equal or exceed one ton per year. In nttninment areas, the threshold for <br />filing nn APEN is 2 tons per year of uncontrolled emissions. Uncontrolled emissions refers to <br />the amount of emissions that occur prior to their treatment with an air pollution control <br />measure. <br />A source may obtain information regarding whether or not the emissions from a source <br />requires reporting by cull the Air Pollution Control Division at 303 692-3150 or SBAP phone <br />numbers listed below. <br />The APEN has a place for the source to describe any air pollution control measures to be used. <br />
