III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Yoast mine site. Bob Shevling accompanied me. <br />The weather was clear and cool. The mine sifie was snow covered. SCC was hauling <br />coal from the Yoast Mine, but we arrived during shift change and no trucks were at <br />the mine. The dragline was operating in the Yoast south area. <br />Roads <br />Haul road B was muddy, but welt maintained. Road ditches were well maintained. <br />Hvdroloaic Balance <br />Sediment ponds 10 and 12 were snow covered. <br />Backfillina and Grading <br />SCC is backfilling the western end of "ET's" head. This area is nearly complete. <br />Mr. Shevling said SCC would submit a revision in the near future to reduce the <br />highwall just west of the intersection of Sections 7, 18, 19 and 20 where there is a <br />sharp V. <br />Blasting <br />There was no blasting during this inspection. Mr. Shevling said SCC has blasted <br />recently, however they are not cast-blasting in order to stay in compliance. SCC has <br />recently submitted a response to the DMG's January 18, 2002 adequacy letter for <br />MR-16. If approved, MR-16 will allow SCC to use a modified scaled distance formula. <br />
