III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the New Horizon Mine for the month of June, 2003. The purpose of this <br />inspection is to conduct a normal operations and environmental compliance inspection. The weather was <br />cloudy and cool. <br />AVAILABILITY OF RECORDS: Records were inspected and found to be in compliance. See page 5 of <br />this report for further details. <br />ROADS: Haul roads and the BB road detour were inspected and no problems were noted. <br />HYDROLOGIC BALANCE: Mine 2: Pond 7 & 8 had water in them but were not discharging. All ditches <br />and cuh~~~r,s ~.vere clear and capable of functioning as designed. Pond 9 was dry. <br />BACKFILL 8 GRADING: B & G was in progress as is normal. No problems were noted. <br />EXPLOSIVES: Records were inspected and found to be in compliance. All blasting procedures are being <br />followed. <br />TOPSOIL: Topsoihng is bung accomplished with truck and shovel as time permits and is being stockpiled <br />for later distnbution <br />GENERAL MINE COMPLIANCE: Atl areas of this operation continue to be accomplished in an exemplary <br />manner The mine will shortly reach the northern limit of mining and will then tum and mine westard. <br />RECLAMATION SUCCESS: h1r. Ward Burbndge commented on the alfalfa crop that he was currently <br />harvestuig and stated that Ih~s has produced the highest reld that he can recall. <br />
