<br />III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Tom Kaldenbach of the Colorado Division of <br />Minerals and Geology. No one else was present during the field portion of the <br />inspection. The ground was dry. The entrance gates to the loadout were locked <br />AVAILABILITY OF RECORDS <br />The records checklist is attached. <br />SIGNS AND MARKERS <br />The mine i.d. sign displayed at the entrance gate still needs updating with the <br />permittee's correct address and phone number. <br />Permit perimeter signs. stream buffer signs, and topsoil markers were properly displayed. <br />ROADS <br />The Tie-across Haul Road is in good shape. The access road in the office area and Haul <br />Roads I and 2 are ~n good condition. <br />HYDROLOGIC BALANCE <br />Ditches - The following ditches appeared to have design capacity: the perimeter ditch <br />and collection ditches in the truck loop area. ditch 7, ditch 9 and the ditches beneath <br />the conveyor where the sump pump drains. <br />Culverts - Culverts beneath the conveyor (LFC-3. 4, and 5) were in good repair at their <br />inlet and outlet ends and were clear. Culverts LFC-1 and LFC 9 are clear and display no <br />scouring at either end. <br />Sediment Control Ponds - The water level in the truck loop pond (Pond 1) is more than 2 <br />feet below the top of the drop inlet. Only a small puddle of water was in the rail loop <br />pond. Both ponds' inslopes, outslopes. and embankments appear stable, and are not Bullied. <br />The white salt precipitate noted in the April inspection is no longer evident. <br />Dry Creek -Stream buffer signs are leaning over and need to be placed upright. <br />REVEGETATION <br />Rail Loop Pond Embankment - The embankment is covered with new vegetation as a result of <br />seeding done last year after a foot of soil was added to the embankment. The new <br />vegetation is dominated by a forb that has the appearance of lamb's quarter or goosefoot. <br />SAES <br />No problems were found in either the substation SAE or the office/parking lot/leach field <br />SAE. <br />Page 3 <br />
