III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments <br />also describe any enforcement actions taken during the inspection and the facts of evidence supporting the enforcement action. <br />This was a complete inspection of the Hayden Gulch Mine conducted by Byron G. Walker (Walker) of the <br />Colorado Division of Minerals and Geology (Division). Jim Stark, the prior Environmental Protection <br />Specialist assigned to this permit, accompanied Walker. The inspection started on 25 July 2005 with a <br />records check at the offices of John Weinman (Weinman), and was completed in the field that afternoon. <br />Weinman was present during the records check, but did not accompany the inspector to the field. The mine <br />has gone through Phase I and Phase II Bond Releases on all disturbed azeas, and Phase III Bond Release on <br />all but approximately 8.9 acres. The permit boundary was reduced to enclose the 8.9 acres, consisting of <br />four separate parcels, three of which are designated as shrub areas. The mine is currently in its tenth year of <br />reclamation liability. The weather was warm and sunny. The ground was dry. <br />AVAILABILITY OF RECORDS <br />See the records inventory sheet (last page of this report). All required documents were found on file at the <br />office of Hydro-Environmental Solutions, Inc. in Steamboat Springs. <br />SIGNS AND MARKERS <br />Mine identification signs were in place as necessary as were mine permit boundary signs and mazkers. <br />HYDROLOGIC BALANCE <br />There aze no hydrologic features, and no hydrologic monitoring, within the permit area. The area was <br />dry with no surface flows exiting the remaining areas of the permit. <br />FISH AND WILDLIFE <br />Elk fencing about the shrub sites was in good repair. A herd of over 200 elk was observed on the <br />former permit area. <br />REVEGETATION <br />Revegetated areas looked very good. <br />CC Inspection of 25 July 2005, C-1980-003, Page 3 of 5 pages.
