<br />Sanborn Creek Mine: oQ. 2 <br />Sediment pond certifications were reviewed and are on file; second quarter 1998 inspections for <br />both sediment ponds and the refuse pile were reviewed and are current; NPDES Permit and <br />Stormwater Management Plan are current and monthly DMR's aze current through the second <br />quarter of 1998; 5/20/98 document from DMG to the permittee which provided review <br />comments on the 1996 and 1997 annual hydrology reports; old roads were certified 9/26/95 and <br />consultants were working during the inspection to certify new roads; and blasting public notice, <br />blasting records, schedule distribution, and pre-blast survey notifications aze in compliance. No <br />pre-blast surveys have been requested and the operation only conducts very limited blasting to <br />assist with recent facilities construction. This concluded our records review and those noted <br />above were in compliance. <br />We began the inspection at reclaimed sites off the main mine site. Our first stop was the Bear <br />Creek reclaimed facility. The Bureau of Land Management (B.L.M.) is the surface owner a[ this <br />site and reclamation was completed during the Fall of 1996. The pertttittee has prudently used <br />available spoil material to backfill the site while maintaining stability of the slopes which toe into <br />Bear Creek. There is one access road which was left on the site to facilitate grazing petmittee's <br />access through the site. B.L.M. provided letters to DMG dated 12/5/94 and 2/13/96 concerning <br />the road right-of-way (including the power line access road) slope stability, and public access <br />considerations. Permanent vegetation is beginning to become established throughout the areas <br />inspected. Su~cial erosion is minimal and access road runoff is being controlled. <br />We next inspected the lower Hubbard Creek site. This pre law portal disturbance was also <br />reclaimed during the Fall of 1996. The pre-law gob disposal at the south end of the disturbed azea <br />was not reflected by the permittee and serves as a B.L.M. trail head. The B.L.M. letter dated <br />2/13/96 noted above provides DMG with B.L.M. comments concerning access for public land <br />users a[ this site. Backfilled slopes appear stable. There is a small active landslide encroaching <br />just off the southern end of the disturbed areas west facing slope. This movement has not been <br />associated with mining and reclamation of this site and therefore will not be mitigated by the <br />permittee. The surface of the reclaimed area is stable. We continued to the upper Hubbazd Creek <br />disturbed azea. This area is currently inactive and permitted as a potential future use area. Mike <br />Ward of the Forest Service has visited the site and requests i[ remain as is to facilitate future <br />public use of the area. The road which ends at this site is a Delta County road. There is an active <br />landslide on the east facing slope above the pad area. Sedimentation ponds were dry and cattle <br />are using the area. The area is stable with respect to su~cial erosion. <br />We next inspected the new vent shaft/power substation No. 3 site east of the main facilities area. <br />The permittee is finishing construction of this new area and has done a good job of limiting <br />disturbance and also of salvaging soil material. Surface runoff is controlled by an undisturbed <br />azea diversion and a sediment pond for the disturbed area. The pond was dry. Topsoil stockpile <br />was stable. <br />
