This was a monitoring and surety inspection conducted with Debi Duckels of Duckels Construction. The
pit was active at the time of the inspection. The current permit area covers 25 acres. The operator
has applied for an additional 38 acres (Amendment AM-004) which will tie onto the northern side of
the current permit area. Mining has been progressing generally from south to north. Rows about 150
feet wide are mined from east to west. The mining operation consists of removing 10 to 15 feet of
overburden in an area of 150 feet by 50 feet. The gravel deposit is mined out and the overburden in
the next 150' x 50' section is removed and cast back into the previously mined out pit. This limits
the size of the active pit at any one time to about 1/4 acre or less. Currently, the operation is
in the last row along the north side of the permit. Approval of Amendment AM-004 will allow the
operation to proceed on toward the north.
The remainder of the original 25 acres has been mined out and is in various stages of reclamation.
All of the previous pit areas have been backf filled and overburden and topsoil has been replaced over
much of the site. No on-site processing is conducted in this operation.
There is sufficient topsoil on-site for final reclamation. The bond will be evaluated based on the
maximum disturbance expected at any one time. One problem was observed on-site. Fences adequately
mark the permit boundaries along the eastern and northern sides of the permit, however, portions of
the western and southern permit boundaries may not be marked with readily visible, permanent markers.
Rule 3.1.12 of the Construction Materials Rules and Regulations requires that the boundaries of the
permit be marked by monuments or other markers, clearly visible and adequate to delineate such
boundaries. This needs to be done (see Problem PB-1). Suitable markers include, but are not limited
to, wood or steel fenceposts spaced along the permit boundary so that the boundary is clearly defined
at any point.
