III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any enforcement <br />actions taken during the inspection and the facts or evidence supporting the <br />enforcement action. <br />This was a complete inspection conducted by Tom Kaldenbach and Jim Stark of the <br />Colorado Division of Minerals and Geology. John Weinman of Montgomery Watson <br />represented the operator. <br />The ground was dry and the weather was warm. Both entrance gates were locked. <br />AVAILABILITY OF RECORDS <br />All required records were available at the Montgomery Watson office in Steamboat <br />Springs. The records checklist is attached. <br />SIGNS AND MARKERS <br />The permit boundary around the shrub parcels is marked by the fencing. The permit <br />boundary around the slump area is marked by rebar stakes in the ground. <br />Shrub transplants are starting to turn green in all three shrub parcels 003, HG-8, <br />and E. Shrubs in parcel E are much farther along in E than the other two parcels. <br />SLIDES AND DAMAGE <br />The steel stakes remain in alignment across the slump. Some of the <br />was redisturbed in summer 1998 during the under-drain installation <br />covered by grasses that have grown from seeding done in 1999, but <br />4,000 square feet of the area has less than 30~ vegetative cover. <br />There was no evidence of discharge from the 5 underdrain outlets. <br />slump area that <br />is substantially <br />approximately <br />Page 3 <br />
