III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On March 31, 1994 a partial inspection was conducted at the Apex No. 2 mine. <br />This mine is undergoing reclamation. The heavy snow cover has begun to melt. <br />The slopes were free of snow while the ditches and culverts were still drifted in. <br />The yard area was free of snow. <br />The 2X4s placed in the backfilled slope have not moved. It appears that some <br />water has flowed down the drainage but the drainage was not flowing during the <br />inspection. This drainage is to be reconstructed during dryer weather this year. <br />It appears that the land owner drove his tractor to the building. There is no road <br />to this structure since it was topsoiled. The tractor made some deep tracks. <br />This access will require a road base. <br />The access road to the reclaimed portal bench will require additional <br />reclamation prior to bond release. <br />The ditches and culverts were still covered with snow so observations were <br />drfirCUlt. <br />
