III. Comments -Compliance <br />Below are comments on the inspection, The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />Un Jule 23, 1992 The Division conducted a partial inspection at the Somerset <br />Aline. Handy Price and Erica Crosby conducted the inspection. The primary <br />purpose of the inspection was to inventory structures for bond liability <br />calculations. The Elk Creek culvert aas clear. <br />The Inspectors walked the corneyor corridor. The inspection continued to Lhc <br />coal waste disposal area, topsoil stot•age area and then down to the sediment <br />pond on the conveyor bench. Water from the Sanborn Creek water treatment pond <br />was being pumped to this sediment pond. This pond is being used to suppleme,It <br />the treatment pond, hrater is not allowed to rise above the sediment clean out <br />level of the sediment pond; this is to maintain the capacity of the pond to treat <br />a 10 year, 24 hour precipitation event. The water pumped to this pond was fairly <br />clear. Sanborn Creek did not s:~ow any evidence of flowing Lhis year. <br />'Che portal area was well maintained. The ditch thai serves as an uppet• area <br />diversion for the portal area on Lhe east side showed evidence of sediment <br />accumulation but had recently been cleaned out and enlarged to form a sedimea~ <br />sump. The slope above this ditch appeared to be the major contributot• of the <br />sediment; this will be seeded this fall. <br />
