III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining <br />and Safety. The mine is a reclaimed surface mine, with no personnel on site. The weather was <br />extremely windy and snowing hard. Winter storm warnings had been issued by the National weather <br />service for the azea. Snowpack appeazed to be 3" to 18" with extensive drifting. <br />Access to the Loadout had not been plowed. It was possible to pull of Colorado highway 14 and walk <br />to the Loadout site. Snow is drifted across the access road to the Loadout. The gate remains secure at <br />the Loadout. No recent activity had occurred at the Loadout site. The cinderblock shop building <br />remains intact. Vegetation is visible in areas through the snow. Rabbitbrush appeazs well established <br />at the Loadout site. A furious wave of the storm hit while returning to the truck with high winds and <br />snow. <br />Jackson County road 12 is plowed to the mine access road. The mine access road had been plowed but <br />has since drifted over. Severe blowing and snow hit the azea while driving to the mine site. While at <br />the access road to the mine entry gate the storm continued unabated with visibility of approximately <br />10-20 ft. Mine site is snow covered. Pit 1 is snow covered with vegetation protruding through the <br />snowpack. The storm lessened up for approximately 10 minutes. Pond E was visible from Jackson <br />county road 29.
