Installation of the liner was <br />completed at lp.m. <br />1) At: the time the inspector arrived, there was one panel of GCL left to be installed, with <br />all of the seams on the southern corner still to be sealed. All previous cap seals had been <br />tested at this time (soap along the edges of the seams was still visible), and all rips <br />previously noted had been fixed and tested. <br />3) Tkie silt fence on the dam had blown down at some point, and the anchor trench had been <br />filled up to the current installation point. <br />5) A7.1 seams were sealed and checked with a vacuum box, which was used properly. Numbers and <br />measurements for the as-built drawings were taken by Colorado Liners before they left the <br />site. The anchor trench along the south side had yet to be filled in, although it had been <br />anchored with rocks, and was scheduled to be filled within the next day. <br />6) Tkiree rocks under the liner were removed, the liner punctured and the rocks dug up, then <br />the cuts sealed, before final completion. All three were in the old part of the pond. <br />7) Tkie following work (with one exception) must be completed prior to January 1, 1999: <br />a) All rocks must be taken off the liner, especially on the south side, <br />where excess material has been dumped just above the old pond area. <br />b) A security fence must be put in to prevent deer and other local animals <br />from accessing the pond. A chain link fence sturdy enough to keep out <br />large mammals should be used. <br />c) A diversion trench above the pond, to the west, should be installed to <br />prevent runoff from entering the pond. <br />d) Erosion control must be implemented prior to the next snowstorm on the <br />downstream face of the dam, which is currently exposed and vulnerable <br />to erosion. <br />e) The south downstream abutment corner is significantly steeper than <br />2H:1V, and is of concern. This face must be backfilled and stabilized <br />by December 15, 1996, in order to prevent further deterioration. <br />Plea:~e complete the above tasks by the dates specified.
