The
permit area is 365 acres and mining is phased with concurrent reclamation. The permit is
operated on an as needed basis. There were no mining related activities taking place during
the inspection. There is no process equipment on-site and Mr. Trevithick explained that
portable processing equipment is brought to the site as needed and removed when the pit is
not active. An entrance sign was in place and the permit area was clearly marked except for
the northeastern boundary. The operator will need to install clearly visible markers in this
area if not already present. (see Problem PB-1)
The mining plan includes a phased mining operation. Each phase is dewatered during mining
and the operator holds discharge permit no. 500021 for this purpose. Phases 2 and 5 are
currently disturbed by the mining operation. Topsoil is stockpiled in the southern part of
Phase 5 and the northern end of Phase 3. The reclamation plan includes creation of a series
of lakes. On the eastern side of the permit, Phases 1, 3 and 4 have been mined and reclaimed
to lakes with undulating shorelines, as required in the reclamation plan. The vegetation has
come back very well in this area and the operator has done a nice job of reclamation.
The file indicates that the operator had applied for an augmentation plan for evaporative
loss from the lakes during the permit application process in 1974. There is no follow-up
documentation to indicate if this was completed. A letter from the State Engineer dated 1-9-
80 states that an augmentation plan was still required at that time. The operator will need
to provide verification to the Division that this has been done. (see problem PB-2)
There is an abundance of thistle in the pit area and knapweed was observed in Phase 9.
Knapweed is designated as a noxious weed in Colorado. A management plan will be required
(see Problem PS-3) .
I & E Contact Address cc: Carl Mount, DMG
❑ CE
NAME Ms. Julie Goettemoeller ❑ BL
OPERATOR Western Mobile Inc. ❑ FS
STREET 1590 W. 12th Ave. ❑ HW
CITYJSTATEJZIP Denver, CO 80204 ❑ HMWMD (CH)
❑ SE
Certified Mail No. Z yG Z 258 ❑ WQCD (CH)
Return Receipt Requested ❑ OTHER
cc: State Engineer Office
