• (Page 2) • <br /> MINE ID # OR PROSPECTING ID # M-74-070 <br /> INSPECTION DATE 7-26-96 INSPECTOR'S INITIALS GSC <br /> OBSERVATIONS <br /> This was a monitoring inspection conducted with Mr. Jim Trevithick of Western Mobile. The <br /> permit area is 365 acres and mining is phased with concurrent reclamation. The permit is <br /> operated on an as needed basis. There were no mining related activities taking place during <br /> the inspection. There is no process equipment on-site and Mr. Trevithick explained that <br /> portable processing equipment is brought to the site as needed and removed when the pit is <br /> not active. An entrance sign was in place and the permit area was clearly marked except for <br /> the northeastern boundary. The operator will need to install clearly visible markers in this <br /> area if not already present. (see Problem PB-1) <br /> The mining plan includes a phased mining operation. Each phase is dewatered during mining <br /> and the operator holds discharge permit no. 500021 for this purpose. Phases 2 and 5 are <br /> currently disturbed by the mining operation. Topsoil is stockpiled in the southern part of <br /> Phase 5 and the northern end of Phase 3. The reclamation plan includes creation of a series <br /> of lakes. On the eastern side of the permit, Phases 1, 3 and 4 have been mined and reclaimed <br /> to lakes with undulating shorelines, as required in the reclamation plan. The vegetation has <br /> come back very well in this area and the operator has done a nice job of reclamation. <br /> The file indicates that the operator had applied for an augmentation plan for evaporative <br /> loss from the lakes during the permit application process in 1974. There is no follow-up <br /> documentation to indicate if this was completed. A letter from the State Engineer dated 1-9- <br /> 80 states that an augmentation plan was still required at that time. The operator will need <br /> to provide verification to the Division that this has been done. (see problem PB-2) <br /> There is an abundance of thistle in the pit area and knapweed was observed in Phase 9. <br /> Knapweed is designated as a noxious weed in Colorado.
