III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of the Colorado DMG. Bill Bear represented <br />the operator during the inspection. A considerable amount of coal waste is being generated at the wash <br />plant and being deposited at gob pile no. 2. Because of the increase in coal waste, the operator has <br />brought in an outside contractor to help manage the gob pile. This inspection mainly focused on gob <br />pile no. 1 and gob pile no. 2. <br />Gob Pile No. 1 <br />The main gob pile haul road was in good condiiton. The outside berm was in place, as was the road <br />ditch. The road leading up to gob pile no. 1 was in good condition as well. The road ditch was <br />functional. <br />There has not been any recent additions to gob pile no. 1. The top of the pile had positive drainage and <br />the underdrain was exposed to the rear of the pile, as designed. The upland diversion ditch had <br />sufficient capacity. <br />Gob Pile No. 2 <br />The culvert under the gob pile haul road just east of gob pile no. 1 will need some cleaning soon. Also <br />in this area, a small pile of soil and coal waste that was graded off of the road is close to going over the <br />road berm. This pile needs to be removed. The operator must ensure that no material should go over <br />the road berm. <br />At the gob pile, the operator was mixing soil with coal refuse to ensure proper compaction. During the <br />inspection, the contractor was conducting compaction testing. There are quite a few small piles of coal <br />waste that need to be dried, graded out and compacted. <br />The ditches and culverts in the gob pile no. 2 area were functional. However, there is one section of the <br />ditch leading into the west side of Pond F that could use a little cleaning out. The two underdrains were <br />to the rear of the gob pile. The operator is in the process of digging an upland diversion ditch on the <br />east side of the pile that will be higher than the original ditch. This is to make room for more refuse. <br />The gob pile outslopes were stable. There was one section that had a few rills but it did not appear to <br />be a problem. The gob pile top and bench had positive drainage. <br />There was only a little ice-covered water in Pond F. The pond embankment and inslopes were stable <br />and the pond spillways were functional. <br />c:/word/bowie2/insp0106 <br />
