(Page 2j <br />MINE ID # OR PROSPECTING ID # M-1980-080 <br />INSPECTION DATE 10/31/02 INSPECTOR'S INITIALS GRM <br />OBSERVATIONS <br />This inspection was preformed as part of the normal monitoring program established by the Colorado Division of Minerals and <br />Geology. The Una Pit is Located of US Highway 6, approximately 4 miles west of Parachute, Colorado. The operators <br />representative was contacted concerning this inspection. However, due to scheduling issues he could not accompany the <br />inspector. <br />No mining activity was noted on site. Two stockpiles were observed. One stockpile near the west side was sand and appears <br />not to have been disturbed for some time by the observation of the growth of rabbit brush on the pile. The other stockpile was <br />farther west and appears to be unseperated construction grade materials. Some evidence of disturbance to the pile was <br />observed although not recently. There is some portable conveyor belt and other equipment stored south of the main entrance . <br />Three bee keepers were preparing hives for shipment in the area that was used for staging. Their activities do not create <br />problems for the affected area of the mine. <br />The mine identification sign and affected area boundary markers are in place and in compliance with Rule 3.1.12. The sign <br />was located at the main gate to the site. Boundary markers were either fences or t-posts along critical lines. <br />Grading and sloping of the site appears to meet all the reclamation requirements. Slopes of the pond area are 3H:1V or better <br />with a small area along the north side at 4 or 5:1V. <br />The area had a recent heavy precipitation event. Large amounts of standing water were noted close to the permitted area <br />along the main roads. No evidence of erosion and or sedimentation were noted on site. Storm water appeared to be contained <br />on site. <br />Noxious and/or problematic weed infestation was observed within the affected area specifically knaoweed. The infestation, if <br />not controlled, will most likely hinder and/or delay successful reclamation of this Site and contribute to off-site spreading and <br />establishment of these weeds. A weed control plan developed in consultation with, and approved by, the appropriate local <br />weed control authority must be submitted as a Technical revision to this permit. Weed infestation is noted as a problem, <br />with the corrective action(s) and correction date specified on the last page of this report. Significant progress toward <br />control of on-site weeds must be demonstrated within three years to avoid potential Board action. A copy of this report will be <br />sent to the appropriate weed control authority for this area. (Photos enclosed) <br />The approved Reclamation Plan calls for an island to be used as wildlife habitat. No island was observed even with the pond <br />level an estimated six to eight feet below normal water line. A records search does not establish the approval of the Division <br />for the elimihation of the island. The lack of a island is being noted as a problem, with the corrective action(s) and <br />correction date specified on the last page of this report. Grand Junction Pipe has three options: 1) Supply documentation <br />of DMG approval for the elimination of the island, 2) submit an technical revision that replaces the island with an equal area of <br />wetlands that is not already established or 3j the Division can calculate and bond for pumping the pond and placement of <br />materials to establish the required reclamation element. <br />Annual reports suggest that materials from a stockpile are still being removed on an annual basis. The construction materials <br />stockpile appears to have been disturbed, but how recently is hard to determine. This area comprises a small area of the over <br />all permitted site. According to Reclamation and Mining Maps and Plans it appears that mining has been completed. <br />However, the reclamation of the site other than site grading and sloping has not begun well beyond the required 5 years. <br />There is no observable signs of required seeding or other required reclamation efforts. The last inspection in 1998 noted the <br />same concerns by a different inspector. Rule 3.1.3 states that`~All reclamation shall be carried out to completion with all . <br />reasonable diligence!!.. The lack of reclamation progress is being noted as a problem, with the corrective action(s) <br />and correction date specified on the last page of this report. <br />The last bonding calculations were done in 1993. An update wilt be sent to GJ Pipe upon abatement of issues raised in this <br />report. <br />
