III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection The comments include discussion of observations made <br />during the inspection Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action <br />This inspecfion of the Coal Gulch Mine site was conducted by Sandy Brown and Wally Erickson of the <br />Division of Reclamation, Mrnrng and Safety. Weather was hot and slightly overcast Site condrtwns <br />were dry. A primary purpose of the inspection was to conduct site reconnaissance for possible <br />revegetation sampling No money is available for sde maintenance <br />Tools, supplies and equipment, including three large trailers with expired licenses, are stored on the <br />lower part of the sde adjacent to the highway The materials seem to part of a concrete operation as <br />there are several forms stacked in the area. Additionally. there are 4 55-gallon drums that appear to <br />contain petroleum products A couple of the drums are leaking. There are also two larger fuel storage <br />tanks stored on•site <br />There is one constructed pond on-site with a small pool of water in the bottom Past act~vit~es have <br />blocked the pond outlet pipe on the embankment. A depression in the northwest part of the site was <br />damp and recently contained water <br />Vegetative cover in the portal area is sparse, but controlling erosion Several of the seeded species <br />were ewdent including Indian ricegrass. western wheatgrass basin wddrye brome, cicer m~lkvetch <br />and rubber rabbitbrush Several nowous weeds were apparent including Musk thistle Canadian <br />thistle and toadflax There are a couple of large patches of musk thistle and several small patches of <br />toadflax This are could be sampled m the future I recommend 10-15 25 meter long cover transacts <br />be loacted using a random start systematic grid pattern, This allows better site coverage <br />The revegetatwn success standard as found on page 2 OS-3~J state be;.ause This area was <br />previously disturbed by past mining operations, the success of reclamation at the planned surface <br />facilities and portal entries will be determined as explained in Section (Rule) 4.15.10 - <br />For previously mined lands. the regwrement of Rule 4 15 1011) is that ground cover of hwng plants <br />shall not be less than can be supported by the best available topsoil or other suitable material in the <br />reaffected area, shall not be less than the ground cover existing before :ed~sturbance and shall be <br />adequate to control <br />
