III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Yoast Mine conducted on November 13, 2001 by Mike <br />Boulay of the DMG. Robert Shevling of Seneca Coal Company was present during the entire <br />inspection. Weather conditions were cloudy and warm. Ground conditions were dry throughout <br />the majority of the site. The dragline was operating in the Yoast South Area at the time of the <br />inspection. <br />Roads <br />Road surfaces throughout the mine site were dry. Haul Roads A, B, and D were very well <br />maintained. Road ditches and road drainage runouts were dry and in good condition. <br />HvdroloQic Balance <br />Sedimentation Ponds 010, 011, 012, and 014 were inspected. All sedimentation ponds were <br />retaining water, but none were discharging. Construction of Pond 014 has been recently <br />completed. This pond was holding a very small amount of water. The Pond 014 cut slopes, <br />inlet, and embankment appear stable and no problems were noted with the final construction. <br />The inlet to Culvert YB6 at the Annand Draw crossing needs to be cleaned out. A lazge amount <br />of tumbleweeds have clogged the inlet. Please remove the tumbleweeds to ensure that the <br />culvert functions properly. <br />Bac~ll and Gradine <br />Backfill and grading operations are continuing in the north azea pit east of Annand Draw. <br />Contemporaneous reclamation is also underway in the northeast portion of the Yoast South Area. <br />
