• (Page 21 • <br />MINE ID # OR PROSPECTING ID # M-78-268 <br />INSPECTION DATE 8/16/99 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />Thls partial inspection was performed by the Division in response to the operator's request for a joint inspection. The <br />operator was contacted to arrange a time for the inspection. This inspector first met the operator at the county offices, <br />and then jointly went to the site for the inspection. <br />The operation was active at the time of the inspection. A dozer and loader team was moving pitrun down to the main <br />processing bench, and a crusher was operating in the bench area. About 15,000 yards of stockpiled material was <br />observed. <br />The site is being mined according to plan. The site is difficult to mine, however, because it lies on the high ground between <br />two ephemeral drainages, and the tendency for rolling or sloughing material or stormwater runoff to go offsite and enter <br />the drainages is increasingly hard to control. The operator discussed amending the permit boundary to include the land <br />areas in the drainages and beyond. There is little permitted land area available presently which could be deleted from the <br />permit area as part of a land exchange, so an amendment will likely be the method used to increase the permit acreage. <br />Please refer to Rule 1.10 for general information on amendments. <br />Meanwhile, the operator must ensure that all such potential for instability is controlled, and offsite damage la possible <br />violation) is avoided. <br />As a follow up to the weed infestation problem noted previously: the operator submitted a statement from the county's <br />weed manager describing 1999 treatment and committing to future monitoring and treatment as needed. This abated the <br />problem noted above. However, the treatment actually carried out appears to have been only partially effective. Some <br />of the patches are completely dead while other show limited to no burn down at all. This does not raise the same problem <br />again, but the operator should ensure that the weed control plan, as approved, is continued until no longer needed. Care <br />must be taken to prevent onsite infestations from spreading, and to prevent topsoil stockpiles from becoming contaminated. <br />There were no additional items noted or discussed, and no problems at this time.
