secondary ditches to focus and convey the seepage to the main drainage ditch interior to the
levee that is an approved component of the site grading plan. However, one of the major seep
locations just north and east of the riprapped levee section, has not been tied into the
drainage system. As a result, the seepage area at the levee toe has saturated and softened
the soil.
Based on the observations made during this inspection and upon review of the levee raise
construction report, the Division has determined that the following issues remain to be
addressed for the operator to be released from any further reclamation responsibility related
to the Deepe Farm Pit perimeter levee:
1. Provide the Division with an as-built survey of the crest elevations of the completed
perimeter levee.
2. Construct a secondary lateral ditch to drain the seepage area described in item no. 7
above into the main pit interior drainage ditch.
3. Establish vegetation on the levee in accordance with the approved permit and with the
performance standards of Rule 3.1.10 of the Construction Materials Rules and Regulations of
the Mined Land Reclamation Board (Rules) . Revegetation is not required for those portions
of the levee plated with rock or riprap.
4. Upon completion of the foregoing three items, request reclamation responsibility release
for the levee in accordance with Rule 4 .13 or Rule 4.16.
