III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Carbon Junction Mine for the month of December, 1 995. <br />The containment berm around the topsoil stockpile adjacent to Pond ~1 has been built up to <br />provide adequate containment where the berm was settling. It appears that positive drainage <br />from the contained area to Pond #1 has been provided for by means of a gap in the berm which <br />opens directly into the pond. <br />All hazardous materials have been move within proper bermed spill containment areas. <br />"" Grading of the valley fill overburden storage area has left the haul road to the upper <br />portion of the mine nearly impassable. Oakridge energy will need to finalize the regrading <br />in this area to ensure the road is left as the permit specifies. <br />
