III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the
inspection and the facts or evidence supporting the enforcement action.
antelope herd will be monitored either by personnel secured by the
applicant or the Colorado Division of Wildlife." No monitoring
records could be located in the Division's files, or at the mine
office, and Gordon Bell did not know whether a formal monitoring
program had ever been implemented. The Division of Wildlife will
be contacted to determine whether they are aware of any formal
monitoring, and if not, whether they believe a monitoring program
is warranted to assess the impacts of refuse disposal on the
antelope herd.
In association with the soil sampling and follow-up to the
Division's review of the refuse cover depth study, documentation of
cover depth replacement based on at least three sample holes spaced
across RA-1 should be provided. In addition, a survey based
estimate of the quantity of topsoil and subsoil in each existing
refuse area stockpile will need to be provided, to document that
sufficient topsoil and subsoil has been salvaged to replace the
required cover depth on the existing refuse disturbance.
des\72596isp.rep
