<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />on this site is not progressing towards a diverse, perennial <br />dominated community that would meet revegetation standards within <br />a reasonable period of time. As recommended in the previous <br />inspection report, a plan for re-treatment to include seedbed <br />preparation, reseeding, and cheatgrass control will need to be <br />submitted this year, and the plan should be implemented during <br />1997. <br />One small bare area approximately 50'x50' was observed within the <br />affected area between the south end of the refuse area and the <br />adjacent topsoil stockpile. The soil appeared to be clayey, and it <br />may be highly saline or sodic. It is recommended that the operator <br />test the soil in this area, and include appropriate remediation <br />treatment in conjunction with the re-treatment of the refuse area. <br />RA-2 3 <br />As noted in the previous inspection report, there are several small <br />wet areas in the northern portion of the refuse area, in the <br />vicinity of the area which was excavated in 1994 due to excessive <br />moisture. Attempts have been made to use a dozer to trench the <br />remaining wet areas to allow them to drain, with varying degrees of <br />success. It is important that these areas be drained as soon as <br />possible, so that the area can be regraded and compacted before <br />winter. <br />RA-4 and RA-5 <br />These are the only areas to have been actively used in recent <br />months, with refuse being hauled to the disposal sites on average <br />one day per week. At this time, spreading and grading of refuse is <br />concurrent with disposal, with no accumulations of refuse in <br />temporary piles. Grading and compaction of the most recently <br />spread lift on RA-5 has not yet been completed. This material was <br />recently moved with a scraper from temporary piles at the upper end <br />of the site. <br />Two yearling buck antelope were observed just outside the refuse <br />area perimeter, near Pond RP-5. <br />General Observations <br />Concentrated rill erosion was noted on refuse area outslopes in <br />several locations, along with minor sediment deposition and minor <br />
