(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1976-020 <br />INSPECTION DATE 10/14/04 INSPECTOR'S INITIALS RCO.HHP.KLS.WHE <br />OBSERVATIONS <br />This partial inspection was pertormed by the Division as part of its monitoring of Construction Materials 112c instream mining <br />permits. The operator was contacted about scheduling the inspection. The operator's representative named on page one was <br />present during the inspection. Also present onsite with the operator during the inspection were Greg Lewicki and Ben Miller, of <br />Lewicki and Associates. During the inspection, Terry Miller and Donna Thompson, representing the landowner, arrived and <br />accompanied the inspectors. <br />The required permit ID sign was posted along the entrance road to the site. Boundaries were not inspected during this <br />inspection. No recent activities have encroached on the boundaries. <br />There was no activity at the site during the inspection. There was no mining equipment, processing equipment or stockpiled <br />material. Primary features observed included the cabled riprap and in-channel jetty installed on the west bank of the western <br />(secondary) channel, as part of the recent amendment. The riprap structure appears stable: the bank exhibits no erosion or <br />sloughing, the blocks have not shifted or settled visibly, the coarse fill between the blocks is intact, and some revegetation is <br />becoming established. (There could be some improvement in the revegetation on this slope, and this area will be checked for <br />that in the future.) The jetty also appears stable and intact. <br />The river flow was fairly low at the time of the inspection, at an amount typical for this season. Signs of the September high <br />flows were apparent on the gravel bars throughout the stretch of river this permit contains: new deposits of large cobbles and <br />boulders were the uppermost fraction on many of the gravel bars. No (west) bank instability was apparent. <br />The natural river channel in the northern end of the permit area widens significantly, and apparently reduces it velocity, which <br />explains much of the new deposition of boulders. The channel also tends to meander between banks, among the numerous <br />gravel bars, some of which are nearly as high as the eastern river bank. The condition of the channels in this northern end of <br />the permit tended to support an observation made during the onsite discussion that channel stabilitywould be best achieved by <br />a carefully followed plan of sustainable harvest of material, especially in this upper end of the channel. <br />The bond amount is $z6, zss~ and was reviewed in 2003. No significant changes have occurred since then, and the bond is <br />considered to be adequate at this time. <br />No further items were observed during the inspection.
