III. COMMENTS - COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations
made during the inspection. Comments also describe any enforcement actions taken
during the inspection and the facts or evidence supporting the enforcement action.
This was a complete inspection conducted by Tom Kaldenbach of the Colorado Division of
Minerals and Geology. Rick Mills represented the operator. The weather was warm and
dry. The most recent rain fell a few days earlier.
RECORDS All required records were available. The records checklist is attached.
SIGNS AND MARKERS
Mine i.d. signs were properly displayed. Permit boundary markers were properly
displayed at several locations inspected.
ROADS
Roads throughout the site were in good condition.
HYDROLOGIC BALANCE
Pond A discharge. The flume was discharging less than 100 gpm of clear water. The
flume was in good shape(NPDES permit CO-0027159, outfall 001).
Pond H. Discharge was less than 10 gpm. The flume was in good shape (NPDES permit
CO-0027159, outfall 009).
Pond G. No discharge.
Stock ponds. The uppermost stock ponds in Areas 51, 7, 9, 10, and 26 were dry.
Embankments and inslopes appeared stable.
Permanent Gullies. The rock lined gully in Area 31 was in good condition.
Overburden Stockpile Spoil Spring #1. Field parameters were:
Plow less than 20 gpm
pH 6.8
Ec 3,000 mmhos/cm
11° C.
Monitoring data. Hydrologic monitoring data was checked against the monitoring
requirements set forth in Exhibit 8 of the permit application. Monitoring was up-to-
date. The operator is commended for having the data well organized and easily
accessible.
REVEGETATION
No weed problems were found in the large areas inspected. Cover appeared good
throughout the site. A two-person crew was sampling vegetation for the upcoming bond
release application.
