III. COMMENTS -COMPLIANCE ~oKOh~'e~~ C "~l-O/y <br />~s ~~f 3 T~ 1 y 2uo1 ~a~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Southfield mine conducted by Jim Stark of CDMG. <br />Jim Burnell of CDMG accompanied me on this inspection. The main focus of this <br />inspection was to look the topography as it relates to the hydrology (both surface <br />and groundwater) of the mine and surrounding areas and to evaluate the Probable <br />Hydrological Consequences and the Annual Hydrology Reports. The mine is in <br />permanent cessation and all of the initial reclamation (structural demolition, <br />backfilling and rough grading, topsoil replacement and the seeding of a cover crop) <br />has been completed. The mine has applied for and received a Phase I Bond <br />Release for structural demolition, backfilling and rough grading and drainage control <br />reestablishment. The weather was warm and sunny and the ground was dry. <br />Signs and Markers: All of the required signs (including the mine ID sign, permit <br />boundary markers, the ID sign at the refuse pile and topsoil markers) were in place. <br />The signs at the ioadout were also in place. <br />Hydrologic Balance: -Pond 4 was dry at the time of the inspection. The pond was <br />well vegetated and appeared to be stable and in good condition. There were no <br />signs of erosional problems on the pond embankment at the time of the inspection. <br />Pond 4 is aself-dewatering pond. The dewatering pipe is equipped with a trash rack <br />and antivortex device. <br />- Pond 5 was dry at the time of the inspection. The pond was well vegetated and <br />appeared to be stable and in good condition. There were no signs of erosional <br />problems on the pond embankment at the time of the inspection. Pond 5 is a self- <br />dewatering pond. The dewatering pipe is equipped with a trash rack and antivortex <br />device. <br />-The 100-year ditch around the refuse pile appeared to be stable and in good <br />condition. Water has flowed in this ditch throughout the summer (in response to <br />precipitation events) and the ditch remains in good condition. No erosional <br />problems were noted in the ditch at the time of the inspection. <br />-The roadside ditches all appeared to be well maintained and in good condition. <br />-Groundwater monitoring wells MW-8, MW-10, MW-i b, MW-23 and MW-65 were <br />visited on this inspection to see where they were located both topographically and in <br />relation to the mine facilities area and the mine workings. All of the monitoring wells <br />appeared to be in good condition at the surface. All of the well caps were on and <br />locked at the time of the inspection. <br />-Jim Burnell will use the information obtained from this inspection in his analysis of <br />both the PHC and the AHR's for the Southfield Mine. <br />The remainder of the site looked good and no problems were noted at the time of <br />the inspection. <br />
