III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the King Coal Mine for the month of May, 2000. The site is back to <br />normal operations and the "bone-yard" is being clear of waste. <br />RECORDS: Records were inspected and found to be in compliance. Further details of the records <br />inspection can be found on page 5 of this report. <br />HYDROLOGIC BALANCE: Both ponds had water in them but were not discharging. The East pond had <br />approximately 3 feet of water in it and has been partially cleaned. The West pond had about 2 feet of <br />water and will be cleaned out with an excavator later when the pond dries out more. The ponds are stable <br />and capable of functioning as designed. All culverts and ditches were inspected and all were found to be <br />capable of functioning as designed. <br />GENERAL MINE COMPLIANCE: The site is well maintained and stable. No problems were noted during <br />the inspection. <br />EXCESS SPOILS AND DEVELOPMENT WASTE: The waste pile is stable and all water is diverted off <br />the top and into ditches, however the pile needs to be graded to the correct slope and the lifts should be <br />no more than 1 foot to insure proper compaction is achieved. Work on the 100 year clean water diversion <br />ditch and the riprapped side ditches should commence in late May of this year. <br />
