<br />III. COMMENTS -COMPLIANCE ~~~~'d~ C..Qi-O(,~ <br />~Y ~~~'n1 ~Sdz~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Southfield Mine. The photographs were taken by <br />Harry Ranney of CDMG. The Southfield Mine is in temporary cessation, all mining <br />refuse hauling and coal hauling operations have ceased. <br />Roads -The mine entry road, the road between ponds 1 and two, the road through <br />the storage area and the haul road to the refuse pile all appeared to be in good <br />condition. There did not appear to be any rutting or erosional problems on any of <br />the roads. <br />Hydrologic Balance -Pond 1 appeared to be well vegetated and in good condition. <br />The pond contained water. <br />Ponds 2 and 3 are lined ponds. Both contained water and appeared to be in <br />good condition. <br />Pond 4 was well vegetated and appeared to be in good condition. There was a <br />small amount of water present at the inlet of the pond. <br />Pond 5 was not visible in any of the pictures <br />Processing Waste -The active portion of the refuse pile appeared to be in good <br />condition. There did not appear to be any water pooled up on the pile. Both the <br />"old" and "new" parts of the pile need to have the remaining piles of refuse <br />compacted and final graded. The reclaimed portion of the pile appears to be well <br />vegetated and in good condition. Although there do appear to be a few minor rills, <br />they are no worse than those on the undisturbed areas of the site and surrounding <br />areas. <br />Miscellaneous -Overall the mine site appears to be in good condition. The majority <br />of the coal in the yard has been removed; however, there appears to be about 12 <br />small piles remaining. <br />
