la <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />Reveoetation <br />Some stabilization seeding is to be done this fall on portions of <br />the upper diversion ditch at CRDA-2, and certain perimeter areas <br />which were disturbed last year in association with the North Portal <br />Coal Handling Area modifications. Also, remedial final <br />reclamation seeding will be conducted on North Decline areas near <br />the permanent channel which were regraded earlier this year, as <br />well as additional strips which will be seeded within previously <br />reseeded areas at the North Decline, in an attempt to increase the <br />perennial grass and forb component of the stand, which is currently <br />dominated by shrubs and cheatgrass. Compacted soils will be <br />loosened and roughened by ripping with a dozer prior to seeding. <br />It was noted that grasses on reclaimed portions of the refuse <br />disposal areas have exhibited substantial regrowth in response to <br />precipitation received in recent weeks. <br />Subsidence <br />The three recently installed subsidence monuments along Jerry Creek <br />and two monuments adjacent to Coal Creek, were inspected and <br />appeared to be installed in accordance with permit requirements. <br />PVC pipe segments associated with the roof bolt monument <br />installations were painted tan per BLM stipulation. At several of <br />the sites, the PVC segment had been cut off level with the top of <br />the steel monument, and the PVC segments at the remaining locations <br />will be similarly modified. Initial survey of the Jerry Creek <br />subsidence monuments will need to be completed by mid October, <br />and results submitted to the Division, along with documentation <br />that the initial monitoring was completed prior to any possible <br />manifestation of subsidence. <br />The agricultural field on Powder Mountain Ranch property above the <br />South Portal workings was observed. As was the case in late June, <br />there was no water running in the irrigation ditch or stored in the <br />pond above the field. The field does not appear to have been <br />irrigated this year. <br />
