IPage 21

MINE ID # OR PROSPECTING ID # M-87-020
INSPECTION DATE 9122/99 INSPECTOR'S INITIALS ~U ICE

This inspection occurred as part of DMG's routine monitoring plan for permitted operations. Pat
Sullivan accompanied the DMG inspector throughout the inspection. The 374 Pit is approved for
25.6 acres affected area. Permit area is located approximately 3 miles NE of Del Norte. Processed
material was being loaded into trucks and departing the site, operations were active. Asphalt plant
appeared intact but was not operating during this inspection. Permit status is intermittently active.
Signs & Markers Mine identification sign was posted at the mine entrance. Perimeter of affected
area was sufficiently delineated. Affected lands were located within approved areas. Mine
entrance road was gravel surfaced and appeared well maintained. Public access to the permit area
is controlled by locked gate, gate was open.
Pit Area Material stockpiles and processing equipment were located along the south and SW
sides of the pit. Pit inslopes were graded appropriately for stability, evidence of slumping of the
highwall or highwall failure was not observed. Pit exhibited internal drainage. Pit was holding
water, depth of impounded water was estimated at <10'. Water fowl, including Canada Geese,
were observed within the pond. Operator indicated that the pond receives irrigation water from
local irrigation canals and functions as a recharge reservoir for the shallow groundwater aquifer.
Affected lands appeared stable, evidence of slumping, sliding or excessive erosion to affected
areas and to surrounding areas was not observed.
Well Permit DMG 7/30/96 letter to Rio Grande County, indicates that the pit may have exposed
groundwater and therefore, may require a well permit from the Division of Water Resources of the
Office of State Engineer. Please clarify the status of the potentially required well permit.
I & E Contact Address
NAME Lawrence "Buddy" Shaver
OPERATOR Rio Grande County
STREET P.O.
